Hong Kong - Getting Around

For Hong Kong expats that opt to bring a car with them, it is important to know the process for importing their car.  The process consists of two steps, namely complying with exhaust and noise admission standards and the actual importing of the vehicle.

 

Compliance with the Exhaust and Noise Emissions Standard

 

There would be nothing worse than to spend all the time and money shipping a vehicle to Hong Kong only to find that it does not meet local standards and will not be admitted into the country.  As such, it is wise to obtain approval from the Environmental Protection Department before sending the vehicle overseas.  This department looks for proof that vehicles are fully compliant with the Air Pollution and Noise Control Regulations.  Emission testing reports and supporting documents issued by vehicle manufacturers are to be submitted to the Environmental Protection Department for review.

 

 

Importation


Vehicles imported into Hong Kong are not subject to any Customs tax.  However, after a vehicle is imported, it is the responsibility of the importer to lodge a complete declaration to the Customs and Excise Department within 14 days of importation.

 

It is also required for the owner to submit an Import Return and Declaration Form within 30 days of the importation of a vehicle.

These too, must be submitted to the Customs and Excise Department.  Upon completion, the importer will receive a Notification of Motor Vehicle Provisional Taxable Value from the Customs and Excise Department.  Any importer failing to file an Import Return within the 30 days is liable to a $500,000 fine and imprisonment for 12 months.

After a vehicle is successfully imported, owners must follow the abovementioned steps of completing registration and licensing, obtaining insurance, and getting a thorough vehicle examination.
